Michael van Balen AO

Michael is a retired 2-star Navy officer having last served as the Deputy Chief of Navy responsible for the strategic management of Navy’s workforce, training, budget and financial reporting. More recently, he completed tenure as the Principal of the Australian Maritime College where, in addition to his leadership responsibilities, he worked to enhance Australia’s sovereign capability in maritime engineering and hydrodynamics. Here, in partnership with Defence, he lead the development of the Defence and Maritime Innovation and Design Precinct, a maritime research centre of excellence supporting Australian and allied partner programs, as well as broader Australian commercial maritime capabilities.
Wayne Cahill

Wayne is a senior consultant at Ashurst and heads their national Health and Aged Care practice. He is a Solicitor of the Supreme Courts of NSW, Victoria, ACT and WA, High and Federal Courts of Australia. Wayne specialises in health law, and corporate and commercial law. He acts for a wide range of Australian public and private health care providers, and has had extensive involvement in hospital privatisation and co-location projects, acting for both government, private tenderers and private health insurance. He has also acted on major health industry acquisitions and sales.
Wayne was Chair of Healthdirect Australia and Homestay Care Ltd and is currently the Chair of The Co-Group. He has also been selected by his legal peers as a Best Lawyer in Health and Aged Care and Corporate Law since the awards commenced in Australia in 2008 until 2025 inclusive.
Sarah Sharkey AM CSC

Sarah has served as a Medical Officer in the Royal Australian Navy for more than 30 years. In her most recent role Sarah served as Surgeon General Australian Defence Force and Commander Joint Health. In this role she was responsible for the strategic leadership and management of the Defence health system, providing strategic level health advice, assurance over corporate and clinical governance functions, and representation in a range of national and international health committees. Sarah transitioned from full-time service in December 2023 and remains an active member of the Navy Reserve.
Sarah is currently Chair of the ANZAC Research Institute Advisory Council.

Michael joined the Royal Australian Navy in January 1982 and in a career spanning 37 years he specialised as a Logistics Officer. He rose to the rank of Commodore concluding his service as the Director General Logistics – Navy and Head of the Maritime Logistics Community in January 2019. Michael served on the Board of Navy Canteens as a non-executive Director and Chair from July 2016 to October 2019. He remains an active member of the Navy Reserves through a variety of roles.
Trevor Carr

Trevor has enjoyed a substantial and varied leadership career that has successfully transitioned between executive and governance roles.
Trevor was formerly the Chief Executive Officer of the Rural Workforce Agency Victoria (RWAV) – a company dedicated to improving health outcomes for rural Victorians through the administration of a number of government funding programs that aim to address the distribution of our health workforce.
Trevor’s career experience within the Victorian healthcare system, includes roles leading peak bodies the Victorian Healthcare Association and Leading Age Services Australia (Victoria) respectively, and prior to industry representation, leading a health service in rural Victoria.
In addition to his directorship at Navy Health, Trevor has previously served as a Director on a number of health and financial services boards.
Anne Flanagan

Anne is a chartered accountant with extensive experience in member organisations. Anne retired as Chief Financial Officer of RACV in 2019 where she was also a director of several subsidiary and joint venture boards across a variety of industries including towing and software development. Prior to joining RACV, Anne worked in senior finance roles with ANZ Bank in both London and Melbourne.
In addition to her directorship at Navy Health, Anne is a director of Pangloss (SMSF), ANZ Staff Superannuation (Australia) Pty Ltd and Vanguard Super Pty Ltd. Anne has previously served as a director on a number of financial services boards.
Melissa Hamilton

Melissa was the CEO of Stellar, a large privately-owned organisation with 4,500 employees operating across Australia, Asia and the US, guiding clients to improve customer loyalty via service and optimise productivity outcomes by providing outsourced solutions. Melissa won the Women in leadership Award for Deloitte Growth companies in 2016. She is the Founder of Brave Feminine Leadership, co-founder of the Brave Group, a Non-Executive Director of Right Road Finance and an Executive Mentor for CMi Merryck.
